Michael Bustamante, Executive Director & Board Chair

For more than 25 years Mr. Bustamante has advocated on behalf of consumer interests, worked for some of California’s most successful elected officials, and represented many of California’s most influential companies.  The former Press Secretary and Deputy Chief of Staff to Governor Gray Davis, Bustamante was involved in myriad issues affecting California consumers.  A tireless advocate on behalf of the Latino community, he has worked with some of the Latino community’s most important organizations.

Bustamante has a long and successful history of public service which has led to a deep understanding of policy issues affecting California, including green technology, energy conservation, health care, K-12 education, land use, development and environmental issues, agricultural and farm labor matters, immigration reform, transportation initiatives, and voting rights.  A Los Angeles native, he was appointed by Governors Davis and Schwarzenegger to serve as a Board Member to the Agricultural Labor Relations Board, and is currently a gubernatorial appointee to the state's Voter Modernization Board.

Rose Anne Rodriguez, Director

Rose Anne Rodriguez is an attorney who has experience in both the private and public sectors working as legal counsel and in various aspects of public affairs.  As a legal services attorney, she advocated on behalf of clients on housing, family law and government benefits matters.  She has extensive knowledge of regulatory and compliance issues impacting California consumers having worked for a telecommunications industry leader and as in-house counsel for a mixed-model HMO.  Her work in the public sector includes the issue areas of healthcare, access to preschool and energy conservation.

Miguel Santana, Director

Mr. Santana has more than 20 years of experience managing numerous legislative, fiscal, political, and community issues. He was appointed by Mayor Antonio Villaraigosa and confirmed by the City Council in 2009 as the City Administrative Officer (CAO) for the City of Los Angeles. Santana has fought tirelessly on behalf of consumer issues, including health care, community and economic development, urban planning, housing, public safety, immigration, restructuring of county governance, consumer protection, and human resources.

He served as Managing Director at Sonnenschein, Nath and Rosenthal consulting on high profile cases and served as Chief of Staff to Los Angeles County Supervisor Gloria Molina.  Prior to his work with LA County, Mr. Santana worked at MALDEF (Mexican American Legal Defense and Education Fund), Pomona College, Neighborhood Housing Services, and Whittier-Area Ecumenical Rotating Homeless Shelter.

Mr. Santana has a B.A. in Sociology and Latin American Studies from Whittier College and Masters Degree in Public Administration from Harvard University.  Mr. Santana serves on Boards of MALDEF, the Washington-based Latino Leaders Network, LA Plaza de Cultura y Artes, and United Way of Greater Los Angeles. He was also awarded LA Business Journal’s Chief Financial Officer of 2011.
